Eduard Halimi


Born in 1972. He graduated in 1995 in Law from the University of Tirana with excellent results. He graduated also in 1998 from the Scientific Police Academy. He has held the title 'Magistrate' since 2000 at the Magistrates' School in the profile  "Judge"  with maximum results.

He founded the firm “Halimi Law Firm” representing hundreds of companies, clients and personalities of public and political life in Albania. He was elected as expert of all the parliamentary inquiry committees since 2002 to 2005.  

In 2005 he was appointed as a Deputy Minister of Justice and the legal firm’s activity was suspended by him due to conflict of interest.

In 2008 he was appointed by the Prime Minister as State’s General Attorney until 2009, when he was elected member of parliament, DP Parliamentary Group.

From 2009 to July 2011 he has held the office of the Secretary of the Committee on Legal Affairs in the Albanian Parliament.

In July 2011 he was appointed Minister of Justice until 2013.

During the period as a Minister, he was honored by the President of the International Union of Noteries for the incredible One Stop Shop's reform, for the fight against corruption in the administration, the facilitation of business procedures and the fight against money laundering.

He was honored by the Justice Missions of EU and the United States for the reform of the total digitalization of all courts in the country, audio recordings, privatization of bailiff services and e-monitoring reform of offenders' bracelets.

He was re-elected twice as Member of Parliament, DP Parliamentary Group in 2013 and 2017. During this period (until 2018) he was deputy of the Chairman of DP Parliamentary Group, deputy of the Chairman of the Committee on Legal Affairs in the Albanian Parliament  and Head of the Justice Department of the DP Parliamentary Group from 2014.

He was the representative of the Opposition in the Council of Legislation and the Council of Mandates in Parliament since 2013.

He was the representative of Opposition (DP) in the Justice Reform Commission during 2014-2016 where the Constitution of Albania was amended and about 50 laws of the Judicial System led to the Vetting of about 400 judges and 400 prosecutors in Albania.

He was a representative of Opposition (DP) in the Process of Decriminalization of the Policy that led to the removal of many Deputies (member of parliament), Mayors and Political Functionary.

He has represented the DP, since 2013 at high level meetings with the EU in the process of EU integration. He was also a representative of the DP at the Supreme and Constitutional Court in Albania. He has represented the Albanian state at the Court of Arbitration for the period 2008-2009.

In 2018 he resigns the mandate of Member of Parliament, to dedicate to the International Private Law in the Balkans.
